On December 12th, 2005 I went to the Stone Zoo which had a program called zoolights of Christmas lights strung throughout the zoo.
In terms of technique, I put the camera on a tripod, and set it to Slow-sync, Rear-curtain flash, and dialed down the flash compensation down to usually -2 to emphasize the lights, but to have the flash fill in background details.
